China and Ukraine Establish Joint Venture for NPP Decommissioning

On 22 March 2017, the State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS), Institute for Safety Problems of Nuclear Power Plants of the National Academy of Sciences of Ukraine and Chinese Company “Qingdao Xianchu Energy Development Group” signed an Agreement on Establishing the Joint Venture “China-Ukraine Xianchu Nuclear Power Decommissioning Academy”. The joint venture will be registered on the territory of the People's Republic of China.

The Agreement was signed in the framework of the International Conference “Novel Vision of Scientific & Technical Support for Regulation of Nuclear Energy Safety: Competence, Transparency, Responsibility” held in Kyiv on 22-23 March 2017 to mark the 25th anniversary of SSTC NRS.

“The efforts aimed at establishing the joint venture with China were started in 2014, - Ihor Shevchenko, SSTC NRS Director, commented on this event. – Today, we can assert with confidence that these three years have been used with advantage since signing the Joint Venture Agreement with China is a significant contribution to the development of the Ukrainian-Chinese relations”.

The joint venture’s activity is aimed at joint research and development of technologies in the field of nuclear energy, nuclear safety and decommissioning of nuclear facilities and related tools, devices, equipment and hardware. The parties will jointly develop technical documentation on equipment production in order to ensure nuclear safety and decommissioning of nuclear facilities; conduct research in assessment of environmental contamination, decontamination, dismantling and management of radioactive waste as well as land remediation.

These joint activities will include training of experts in nuclear energy, nuclear safety and decommissioning of nuclear facilities, as well as appropriate consulting services.

“This activity is especially important for us. In our cooperation, we are planning to develop technologies for safe management of radioactive waste and spent nuclear fuel, improve skills and train personnel, - Ihor Shevchenko concluded. – Under the joint venture, the Ukrainian party will have access and rights to all developments and innovations to be promoted”.
